1. (SBU) Poloff delivered reftel points to Roman Rosina, OSCE
Officer in the Arms Control Department at MFA, and Martin
Pangrac, NATO officer in the Security Policy Department.
Rosina said Slovakia fully supports the U.S. initiative for
dialogue, but would like the Conventional Forces in Europe
(CFE) treaty to be addressed as well. Rosina asked if the
U.S. has consulted with any allies about raising the issue.
2. (SBU) Rosina and Pangrac had both read reporting on the
U.S. initiative from the Slovak Mission to NATO, and both
came to the meeting with print-outs of reftel talking points.
Pangrac, who came to his current position from the Slovak
Embassy in Moscow, appreciated the inclusion of "human rights
and democracy" on the agenda for dialogue. He joked that the
Russians might be more comfortable with existing security
institutions once they realize additional commitments on
human rights would be the price of creating new ones.
