1. (SBU) Summary. Poloff met with Colonel Pavel Slopovsky,
Director of Slovakia's Bureau of International Police
Cooperation, on April 16 to follow up on Interior Minister
Kalinak's expressed interest in the possibility of sending
Slovak police trainers to Afghanistan (Ref A). According to
Slopovsky, Slovakia has 8 English-speaking police officers
trained and ready to deploy on short notice. A recommendation
to send two officers through the Europol mission was conveyed
to Kalinak and Police President Jan Packa ahead of the April
NATO Summit. Slopovsky is still waiting for a response. End

2. (C) Slopovsky said Foreign Minister Miro Lajcak wrote to
Kalinak just days before the NATO Summit asking if the
Interior Ministry had anything President Gasparovic could
offer to the mission in Afghanistan if he was specifically
asked for a contribution at the summit. Given the short
notice, Slopovsky's staff never had time to submit a
detailed, written plan. In a private meeting with Kalinak and
Packa, however, Slopovsky recommended sending 2 officers
through the Europol mission and requested he be ordered to
draw up a detailed plan and budget. While Kalinak did not
mention this initiative during his April 2 meeting with the
Charge, he did voice a willingness to pursue sending police
officers to Afghanistan under an EU umbrella. But, as of
April 16, Slopovsky had not had any feedback from the
Ministry or the Police Presidium. Slopovsky recommended the
Embassy discuss the issue further with President Gasparovic
or his staff and ask the Presidential office to encourage
Kalinak to move forward with planning.
3. (SBU) Charge will raise this issue with President
Gasparovic during a scheduled meeting on April 23, and will
follow up with the MFA as well.
4. (U) Slovakia currently has 14 police trainers deployed on
overseas missions. Eight Slovak officers serve in an EU
mission in Kosovo; two serve with the OSCE in Georgia; two
with the EU on the Ukraine/Moldova border, and two with the
UN in Cyprus.
