1. (SBU) Upon review and consultation with the Ministry of
Mines and Energy, the National Hydrocarbons Agency (ANH),and
local business community contacts, Post is aware of no
derogatory information about the project company Parko
Services listed in reftel. According to our contacts, the
project in question has the support of the national and local
governments. Parko received its latest exploration and
production contract from ANH in 2005. Parko has worked the
Palagua field since 2000 in association with Colombian firm
Ismocol.


2. (SBU) Post is not aware of any ties by the project company
or any other partner entity to terrorism, money laundering,
corruption, or violations of law.
