(U) Per reftel, EconOff delivered a Federal Aviation Administration (FAA) request for investigation on October 21 to Aeronautica Civil (AeroCivil),Colombia's civil aviation authority, regarding an FAA violation committed by Colombian national Juan Camilo Velasquez. On February 10, Mr. Velazquez, an Avianca pilot, violated multiple FAA regulations when he did not change altitude in a timely manner as requested by the New York Oceanic Air Traffic Control. ¶2. (U) AeroCivil's Director of International Projects Sergio Paris responded that no sanctions would be pursued for the violation, because the pilot was sanctioned in the U.S. and received additional training from his employer. Paris confirmed with Aerocivil's Office of Air Security that no further action is needed. NICHOLS
