1. (SBU) The Ambassador signed the U.S. - Colombia Defense
Cooperation Agreement (DCA) in a low-key, private ceremony on
October 30 at the Ministry of Foreign Affairs, as instructed per
reftel. Minister of Foreign Affairs Jaime Bermudez Merizalde,
Minister of Defense Gabriel Silva Lujan, and Minister of Interior
and Justice Fabio Valencia Cossio signed for the Government of
Colombia (GOC).
2. (SBU) No press were present at the signing, only official
photographers from the Embassy and the GOC. Colombian officials
announced the signing of the Agreement to the media immediately
following the ceremony, however.
3. (SBU) The formal title of the DCA is the "Supplemental Agreement
for Cooperation and Technical Assistance in Defense and Security
between the Governments of the United States and the Republic of
Colombia." Per instructions, the original signed texts are being
delivered to L/T via express courier. Scanned copies of the signed
text have been sent electronically.
4. (SBU) The GOC plans on releasing the text of the Agreement on
November 3, after they have presented it to the Colombian congress.
