(C) In response to ref demarche A, Ambassador Brownfield met
with Vice Foreign Minister Clemencia Forero on September 7 to
discuss issues related to the Defense Cooperation Agreement
(DCA). The Ambassador emphasized the USG intention for a
low-key signing and subsequent implementation of the DCA (see
reftel B). The Ambassador also made this point to Defense
Minister Gabriel Silva on August 26 (see reftel C),and post
has communicated the same message to lower-level officials at
the Defense and Foreign Ministries.
