¶1. Vice Minister for Foreign Affairs Clemencia Forero told us
June 19, that the GOC would prefer to hold policy planning
talks in Washington in mid-September (the week of September
14). If those dates are convenient for Washington
participants, Post requests front channel confirmation in
order to lock in the dates--and makeup of the Colombian
delegation--with the GOC.
