SUBJECT: KYRGYZ CONFIRM MANAS-RELATED AGREEMENTS ARE IN FORCE
1. (SBU) Following the exchange of diplomatic notes on July 11 to
bring the two Manas-related agreements in force (septel),the Kyrgyz
Ministry of Foreign Affairs sent a subsequent diplomatic note on
July 13 confirming that the Agreement on Cooperation became
effective July 11 and the Transit Center Agreement came in force on
July 14. The Embassy translation of the diplomatic note is repeated
below:

On July 11, 2009 the Ministry received from the U.S. Embassy
Diplomatic Note #254 dated July 11, 2009 stating that the American
Party based on Article 11 of the Agreement on Cooperation between
the Government of the Kyrgyz Republic and the Government of the
United States has completed intrastate procedures necessary for the
entry into force of the present Agreement.
Also in that Note the Embassy states that the American party, based
on Article 10 of the Agreement between the Government of the Kyrgyz
Republic and the Government of the United States regarding the
Transit Center at Manas International Airport and any Related
Facilities/Real Estate, has completed intrastate procedures
necessary for the entry into force of the present Agreement.
Based on what has been mentioned above and according to Article 11
of the Agreement on Cooperation between the Government of the Kyrgyz
Republic and the Government of the United States the current
Agreement has entered into force starting July 11, 2009.
Also in accordance with Article 10 of the Agreement between the
Government of the Kyrgyz Republic and the Government of the United
States regarding the Transit Center at the Manas International
Airport and any Related Facilities/Real Estate, the current
Agreement has entered into force starting July 14, 2009.
