1. (S) Late on June 9, the Ambassador delivered to Foreign
Minister Sarbayev a copy of Ref B letter from President Obama
to President Bakiyev. Sarbayev was thrilled with the letter,
saying it struck exactly the right tone with the right
language. Sarbayev said he would share the letter with
President Bakiyev and a small circle of colleagues that
evening, and he asked that the Embassy convey the letter
through official channels to the MFA on the afternoon of June
10. Sarbayev understood that the U.S. did not plan to
release the text of the letter but had no objections if the
Kyrgyz side publicly released the text.
2. (S) Sarbayev expressed renewed confidence that his plan
for rolling out the Manas agreements would work according to
schedule, and he thanked the Ambassador for U.S. support for
his plan and particularly for the letter from President Obama.
