(S) The Ambassador spoke by telephone with Kyrgyz Foreign Minister Kadyrbek Sarbayev on May 12. The Ambassador told Sarbayev that pursuant to his request, the United States would not discuss with the press the substance or fact of the two agreements until June 20 (Ref A). ¶2. (S) Sarbayev welcomed the news. He said he would have one additional meeting with President Bakiyev. Sarbayev proposed to meet with the Ambassador at 16:00 on May 13 at the Ambassador's residence to sign the agreements. The Ambassador asked Sarbayev whether he would bring any witnesses from the Kyrgyz government. Sarbayev answered that he was not certain at this point, and he added that he would telephone the Ambassador early on May 13 to confirm the arrangements. GFOELLER
