SUBJECT: Kyrgyzstan: Ambassador Opens New Green Border Post
1. (U) On April 16, the Ambassador participated in the opening of a
U.S.-funded "Green Border Post" station at Kamyshonava on the
Kyrgyzstan-Kazakhstan border. Green Border Posts are located in
remote areas, far from the main roads. The Export Control and
Related Border Security (EXBS) Program is building 24 such posts in
Kyrgyzstan, at an estimated cost of $2.5 million.
2. (U) The new Kamyshanovka Green Border Post is a portable,
container-like module that replaces a railroad car previously used
as the headquarters for customs and border personnel. The new
structure provides a heated space with plumbing, room for offices,
and sleeping quarters, and it is equipped with modern technical
equipment.
3. (U) The project was jointly funded by EXBS and U.S. Central
Command. Since 2000, EXBS has provided over $20 million in
technical assistance to secure Kyrgyzstan's borders. Ambassador
Gfoeller noted at the opening ceremony that the U.S. has a vested
interest in the security and stability of the Kyrgyz Republic, which
is why the Embassy plans to build 24 Kyrgyz Green Border Posts.
4. (U) The ceremony was well attended by high-level Kyrgyz
government officials and non-governmental and international
organizations. Chairman of the Border Service General-Major Zamir
Molodshev presented EXBS Chief Edmund Hubbard with a medal "For
Strengthening of Frontier Collaboration."
