1. (SBU) POLOFF delivered demarche (Ref A) and diplomatic
note (Ref B) stating officially the intent of the United
States to seek a seat on the UN Human Rights Council, as well
as a copy of the "Human Rights Commitments and Pledges of the
United States," to Erkin Atabekov of the Department of
International Relations at the Ministry of Foreign Affairs.
Atabekov thanked POLOFF and agreed to deliver the information
to his superiors. He also reconfirmed the Kyrgyz Republic's
intention to seek a seat on the same Human Rights Council
(Ref C). Atabekov agreed to inform us of any substantive
response from the Foreign Ministry.
