1. (SBU) Embassy provides the following responses to reftel
inquiry regarding Kyrgyz central government budgetary
transparency and U.S. government assistance:

-- The Kyrgyz Republic's central government is receiving
U.S. foreign assistance that uses FY 2009 funds.

-- The basic components of the Kyrgyz Republic's central
government budget are publicly available.

-- The publicly available central budget contains income and
expenditures data, but these data may not cover all income
and expenditures of the central government.


2. (SBU) While the budget is a guide to the central
government's plans, revenues and expenditures often vary from
budgeted amounts. Some data for certain categories of
expenditure are considered sensitive, and are not generally
publicly available.
