(S) Embassy delivered points from reftel A to Foreign
Minister Sarbayev on Saturday, November 14. We emphasized
that the U.S. reserved the right to engage the issue of
maltreatment of our FSNs in diplomatic channels, and that the
Government of Kyrgyzstan can expect strong pressure in that
regard, if there is not rapid progress to resolve the issue.
The Foreign Minister fully understood all the conditions and
points and said that his Government would move quickly early
this week to resolve all the pending issues surrounding the
FSNs. He added that he very much looked forward to getting
the bilateral relationship back on its positive track.
