(C) Acting POL/E Counselor conveyed the reftel message on February 26 to Andreas Friedrich, Head of the Arms Control and Disarmament Section of the Swiss Federal Department of Foreign Affairs (EDA). Friedrich said that he expected that Switzerland will make national statements at the March 2-6 IAEA Board of Governors (BOG) meeting calling on Iran and Syria to cooperate with the IAEA and meet their international obligations. He was not prepared to elaborate further on the possible content of such statements, but suggested that the Iran statement would be consistent with past Swiss BOG statements. ¶2. (C) Separately, Friedrich remarked that he thought it too late to add the Indian Additional Protocol issue to the agenda for the upcoming BOG, saying that it is an issue that "will need to be reviewed very carefully."
