(C) On August 4, EconOff delivered ref A talking points to
MFA Export Control Division Desk Officer Nancy Reck
encouraging Germany to present at the 2009 Missile Technology
Control Regime Information Exchange in Brazil. Reck said
that Germany would likely be willing to deliver "one or two"
presentations in addition to what they agreed to present last
April at the Reinforced Point Of Contact meeting in Paris.
However, Reck said a final decision would not be made until
mid-August when decision makers in her office return from
vacation. Reck speculated that her office would be inclined
to present on risk assessment in licensing. Post will report
any additional German response septel.
