1. (S) On July 1, MFA Export Control Division Desk Officer
Iris Wilczoch provided EconOff with a German-language
non-paper response to the ref B non-paper addressing Iranian
attempts to procure German-origin environmental test
chambers. Wilczoch did not have any further information to
add.


2. (S) Begin text of informal Embassy translation of
German-language non-paper:

In reference to the non-paper from August 25, 2008 regarding
the procurement of test chambers by the Iranian firm
Integrated Electronics Industries on behalf of the Iranian
firm Integrated Electronics Industries and Aerospace
Industries Organization (AIO) from the German GmbH via the
Malaysian firm Toshi Electric Sdn Bhd, allow us to bring the
following information to the attention of U.S. authorities:

-- We thank you for the background information in connection
with the procurement attempt by the firms Integrated
Electronics Industries and AIO via Toshi Electric Sdn Bhd.

-- The German firms, Voetsch Industrietechnik GmbH and Weiss
Umwelttechnik GmbH, have been sensitized verbally by German
export control authorities concerning this procurement
attempt.

-- The firm Voetsch Industrietechnik GmbH conveyed that the
Malaysian firm Centriforce handles their representation in
Malaysia. The firm Toshi Electric Sdn Bhd contracted
Centriforce for the delivery of two environmental test
chambers and, in turn, Centriforce routed the contract to
Voetsch Industrietechnik GmbH with the request to supply the
devices. However, the contact was canceled by Voetsch
Industrietechnik GmbH as a result of the awareness raised by
German export control authorities.

-- According to information from Weiss Umwelttechnik GmbH, in
January 2008 the firm Toshi Electric Sdn Bhd ordered an
environmental test chamber, type WK3-180/40, from Weiss's
representation in Singapore and in April 2008 the devise was
delivered. Weiss conveyed that a Nullbescheid was granted
for this export. (COMMENT: A Nullbescheid is a notice
German export control authorities can issue that confirms a
given export does not require an export permit. END COMMENT)

the field of export controls.
