(S) On April 24, MFA Export Control Division Desk Officer Wiebke Wacker provided EconOff with a German-language non-paper response to the Ref B and D non-papers addressing Iranian attempts to procure German-origin transducers in support of their unmanned aerial vehicle (UAV) and ballistic missile programs. Wacker did not have any further information to add. ¶2. (S) Begin text of informal Embassy translation of German-language non-paper: With reference to the non-paper from October 10, 2008 regarding a procurement by the Malaysian-based Iranian company Evertop Services for transducers from the German company Hottinger Baldwin Messtechnik GmbH in support of Iran's rocket program, allow us to bring the following information to the attention of U.S. authorities: -- We thank you for the background information in connection with the procurement attempt by the company Evertop Services. -- The German company, Hottinger Baldwin Messtechnik GmbH, has been sensitized verbally by German export control authorities concerning this procurement attempt. -- The company reported that they did receive a request from Evertop Services. However, this request was rejected after internal examination. -- The investigations by the German authorities revealed no indication of an export from the company Hottinger Baldwin Messtechnik GmbH to the company Evertop Services. Also, no export was transacted by the Singaporean company QT Instrument. The background from the non-paper from March 3, 2009, regarding a possible procurement of load cells by the company Evertop Services on behalf of the Iranian company Farazeh Equipment Distributor Company (FEDCO) from the company Hottinger Balwin Messtechnik, was forwarded to the responsible German authorities for examination and further legal action. As soon as results are available, the corresponding US authorities will be informed. We look forward to continuing our excellent cooperation in the field of export controls.
