(S) On April 24, MFA Export Control Division Desk Officer Wiebke Wacker provided EconOff with a German-language non-paper response to the Ref B non-paper addressing Iranian attempts to procure German-origin spectrum analyzers and motors in support of their unmanned aerial vehicle (UAV) program. Wacker did not have any further information to add. ¶2. (S) Begin text of informal Embassy translation of German-language non-paper: With reference to a Non-Paper dated November 13, 2008, U.S. authorities informed Germany about a procurement attempt by the Iranian firm Kimia Sanaat through the Iranian firm New Open Computer Company (New OCC) for spectrum analyzers from the German firm Rohde & Schwarz GmbH. Furthermore, U.S. authorities informed Germany in the same Non-Paper about a possible procurement attempt for motors from the German firm 3W-Modellmotoren GmbH, likewise by the Iranian firm Kimia Sanaat. Actually, the deliveries were most likely destined for the Iranian Ghoods Aviation (or Aeronautics) Industries and Fan Pardazan companies, and therefore for the Iranian UAV program. With respect to these details, we take this opportunity to bring the following information to the attention of U.S. authorities: -- We thank you for the background information in connection with the procurement attempts of the Iranian companies, Kimia Sanaat and New Open Computer Company (New OCC),on behalf of the Iranian companies, Ghoods Aviation (or Aeronautics) Industries and Fan Pardazan. -- Regarding this matter, the German export control authorities have already begun investigations and at this juncture have sensitized the German firms Rohde & Schwarz GmbH and 3W-Modellmotoren GmbH. -- Both companies reported that they have not been in contact with any of the Iranian companies listed in the Non-Paper and have no corresponding inquiries on hand.
