1. SUMMARY. (C) Post delivered talking points contained in
reftel to the Ministry of Finance, Ministry of Economic
Cooperation and Development (BMZ) and Ministry of Foreign
Affairs (MFA). Officials confirmed German support for
Kosovo's membership in the International Monetary Fund (IMF)
and World Bank. While Finance Ministry and BMZ contacts were
receptive to conducting joint demarches in third countries,
the MFA noted it has already begun delivering demarches in
several dozen targeted countries in support of Kosovo's IMF
and World Bank membership. END SUMMARY.
2. (C) Steffen Meyer, Head of Division, World Economy,
Currency Issues, IMF and G7, Ministry of Finance, told
Econoff his Ministry was eager to help achieve Kosovo's
membership in the IMF. He said he favored coordinating
demarches in third countries, and thought he could enlist the
assistance of Klaus Stein, the Executive Director handling
IMF issues, to this end. Meyer noted that Bundesbank
President Weber would ultimately sign Germany's written
submission, which should be forthcoming "very soon." (NOTE:
Germany's Governor for the IMF is Central Bank ("Bundesbank")
President Axel Weber; the alternate is Finance Minister Peer
Steinbrueck.)
3. (C) Achim Johannsen, Head of Section, G7/G8, OECD/DAC,
International Cooperation, BMZ, told Econoff that his
Ministry supported Kosovo's membership in the World Bank,
though he was unsure if there was a government-wide position.
He acknowledged that Kosovo must first achieve IMF
membership before joining the World Bank. As Kosovo
questions were political in nature, the Ministry of Foreign
Affairs would have to make the final decision, he thought.
Johannsen agreed that coordinated demarches would be an
effective way to encourage third country support. (NOTE:
Germany's Governor for the World Bank is the Minister for
Economic Cooperation and Development (BMZ),Heidemarie
Wieczorek-Zeul; the alternate is Finance Ministry State
Secretary Joerg Asmussen.)
