1. (C) On March 31, EconOff delivered ref nonpaper to German
MFA Export Control Division Desk Officer
Nancy Reck. Reck said that the information in the ref
nonpaper looks good and that she only had a few comments
pertaining to the "Machine Tools" and "Interdiction" topics.
2. (C) Reck pointed out Germany's preference for "Machine
Tools" not to be immediately listed as an MTCR item; rather,
first to be evaluated under "best practices" and then opened
to consideration for MTCR listing. Reck commented that the
"Interdiction" topic is also an issue that needs more
clarification. Specifically, she questioned whether it
should be addressed as a law enforcement issue or possibly
even a Proliferation Security Initiative (PSI) issue. Reck
said that Germany is still preparing their own list and
expects this list to be ready for distribution a few days
before the April 29-30 Reinforced Point of Contact (RPOC)
meeting.
