(S) On March 23, Global Affairs officer delivered ref
nonpaper to German MFA Export Control Division Desk Officer
Nancy Reck. Reck said that it would be difficult for German
export control authorities to take action on this suspected
transition considering that there is no information
identifying the "German firm" procuring the UK-origin vacuum
pumps. Reck agreed to deliver the reftel information to the
appropriate export controls authorities at the German Federal
Office of Economics and Export Control (BAFA). Post will
report any substantive German response septel.
