1. (C) On November 20, MFA IAEA/Syria lead Robert Siegfried
told POLOFF that Germany was in agreement with reftel points
regarding Syria's engagement with the IAEA. Siegfried
expected the EU declaration on Syria to be in line with the
concerns voiced by the IAEA. Moreover, it would re-emphasize
EU concerns published in the August declaration.
