1. (C) On November 17, EconOff delivered ref A non-paper to
MFA Export Control Division Desk Officer, Dirk Roland Haupt,
responding to a German information request on a pending
German export of extruded aluminum plates to India. Haupt
thanked the USG for delivering the response within the
requested deadline and said he would immediately share it
with appropriate German interagency export control
authorities.
2. (C) Haupt said the ref A information was exactly what he
was looking for and that, despite the absence of any MTCR "no
undercut" implications, Germany would strongly consider
proliferation risks before making a final decision. Haupt
indicated the German interagency Export Control Working Group
(ECWG) will be meeting soon to decide on this case and the US
non paper would strongly influence the MFA's vote. Post will
report any substantive German response septel.

3. (C) The ECWG on dual-use exports has representation from
the MFA, the Economics Ministry (BMWi),and German
intelligence and makes decisions on a consensus basis.
Haupt's disposition appeared to favor the MFA voting for a
denial on the export of extruded aluminum plates to India;
hence, a German denial for this export.
