(S) The German Federal Office of Economics and Export Control (BAFA) recently denied two separate applications from Voetsch Industrietechnik GmbH for the export of VT7004 test chambers to entities affiliated with Iran's missile program. On November 12, MFA Export Control Division Desk Officer, Pitra Studert-Goeller, informed EconOff of the denials and said they were based on a USG non-paper delivered on August 6, 2009 (ref C). ¶2. (S) Goeller said although both denied applications listed the VT7004 test chamber, they had different financial terms and slightly different descriptions--one was described as a "temperature test chamber" and the other as a "climate test chamber." (Comment: Goeller did not provide information about the listed end-users, other than to say that the listed country of destination was not/not Thailand or Malaysia. End Comment) MURPHY
