1. (SBU) This is an action request. Please see paragraph 5.


2. (SBU) During a meeting between German federal
prosecutors, Econoffs and LES Legal Specialist, German
federal prosecutor Wolfgang Siegmund raised two questions
related to German export control cases.


3. (S) Siegmund stated that his office is concerned that
motors for unmanned aerial vehicles (UAV's) manufactured in
Germany by the firm Limbach may have been illegally diverted
to Iran. He requested that, if the U.S. were in possession
of any downed UAV's with Limbach components, the GOG be
allowed access to them for possible use in a criminal case
against Limbach.


4. (S) Next, Siegmund inquired about Hong Kong-based firm,
Siccas. He asserted that Siccas has been involved in
providing solid fuel missile exhaust jet vanes or their
components to Iran. While Siccas is "known in Germany"
(indicating they were a firm of concern to the prosecutors
and export control authorities) and subject to export
controls, Siegmund asked why Siccas did not appear on the
Bureau of Industrial Security's "denied person" list.


5. (S) Post would welcome any guidance that we may use to
respond to these inquiries.
