1. (C) On September 1, EconOff delivered ref A non-paper to
MFA Export Control Division Desk Officer, Nancy Reck,
regarding US "small group" proposals for the 2009 MTCR
Plenary in Rio de Janeiro. Reck thanked the USG for the
non-paper and said she would deliver it to the appropriate
authorities at the German Federal Office of Economics and
Export Control (BAFA) and the German Economics Ministry
(BMWi). Reck expects that Germany will be able to provide
feedback by September 11, as requested.
2. (C) Reck said German export control authorities are
"getting nervous" regarding the apparent lack of Brazilian
preparation for the Plenary given that it is only two months
away. Reck said Germany has heard nothing in terms of a
venue, specific dates, nor have they seen an invitation.
