(C) 1. On August 19 POLOFF delivered reftel points to Deputy
Chief for IAEA issues in the MFA Office of Disarmament and
Arms Control Hans-Peter Hinrichsen, stressing the hope that
Germany not break EU consensus in opposing action on the
proposed Arab League resolution on Israeli Nuclear
Capabilities. Hinrichsen had no immediate response, but, he
said an Egyptian contact had told him that Egypt intends to
strongly defend its resolution. Post will report any
follow-on response from Germany when received.
(C) 2. Hinrichsen also confirmed recent press reporting that
Germany is prepared to consider additional sanctions against
Iran in September if Iran does not respond to the U.S. offer
of dialogue. While Germany would prefer that this be done
with Russia and China in the UNSC, Hinrichsen said Germany is
prepared to go forward with sanctions in cooperation with the
U.S. and EU. He stressed, however, that it could be very
difficult to find a consensus within the EU, with several
countries -- including EU president Sweden -- concerned that
further sanctions could prove counter-productive. Hinrichsen
ruled out additional German national sanctions outside the
EU. He also wondered how seriously the U.S. considered
September to be a deadline for Iran to respond to the offer
of dialogue. He emphasized the need to coordinate as closely
on this issue as possible.
