1. (U) CDA met with MFA CEO Ambassador Alexis Rosado on May
5 and delivered the subject demarche. CDA informed Rosado
that WHA/CEN Office Director Christopher Webster had
delivered the same demarche to Belizean Ambassador to the
U.S. Nestor Mendez in the evening of May 4.
2. (C) Rosado stated that he understands the USG position.
He was of the opinion that the abrogation of the ,62 and
,64 resolutions would only be symbolic and he stated that
Belize was inclined to be more practical. He did not commit
to supporting our position but said he would look into it.
He said that Belize wanted to respond positively to President
Obama,s engagement in the region. My reading of the tone of
our conversation is that Belize will probably support us.
3. (U) Rosado mentioned that he had heard some talk about a
proposal to be put forward by Panama and Costa Rica for a
legal review of the ,62 and ,64 resolutions. He also
thought that this issue would be a good topic for discussion
at the meeting of the CARICOM FMs, to take place on May 9 and
10. Rosado will represent Belize at that meeting.
