Per reftel, Embassy Belgrade's 2008 End Use Monitoring Report follows. ¶2. PROCEDURES ¶A. Inventory Management EUM Program coordinator: Robert Norris, +381.11.306.4836, U.S. Embassy Belgrade, Kneza Milosa St. 50, Belgrade, Serbia Inventory System: DOJ/OPDAT and DOJ/ICITAP do not use an automated inventory system to record and track the distribution of resources provided to host government agencies. Instead, detailed records on donated equipment i.e., specifications, serial numbers, dates of hand-over, etc., are used. Transfer documents, designed and approved by the Republic of Serbia Ministry of Interior and the Embassy, are also used by DOJ/ICITAP and DOJ/OPDAT in support of this report. Staff member EUM Responsibilities: ICITAP used personal on-site inspection to monitor the end use of this equipment. Two project advisors and a program assistant participated in the process. The program assistant developed a detailed list of specifications for the donated equipment. The Advisors visited the offices to inspect the equipment and its designated use. Customs clearance was conducted by the recipient's representative with ICITAP's assistance. There have been no changes in ICITAP's staff and End Use Monitoring responsibilities from ¶2007. The OPDAT staff, during their regular visits and meetings at the offices of recipients, informally inspected the equipment and its designated use through discussions with host government officials on the status of donated equipment. Also, OPDAT compared recipients' written or computerized records with its own records of donated equipment. Other USG Agency Assistance: DOJ/ICITAP, DOJ/OPDAT ¶B. Counterpart Agencies Recipients: Serbian Ministry of Interior, i.e. Service for Combating Organized Crime (SBPOK) - its Operational Techniques Department (Forensics) and the Hostage Negotiation Team were the recipients in CY2005. Serbian Ministry of Interior, i.e. Service for Combating Organized Crime (Forensics) and Service for Investigating War Crimes were the recipients in CY2006. Serbian Ministry of Interior, i.e. Service for Investigating War Crimes and Special Antiterrorist Unit (SAJ) were the recipients in CY2007. Serbian Ministry of Interior, Anti-Terrorist Unit (SAJ) and Service for Investigating War Crimes were the recipient in CY2008. Heads of all Departments fully cooperated in the EUM process. The Donation Agreements for the Organized Crime Prosecutor's Office, War Crimes Prosecutor's Office, Belgrade District Court and the Prosecutor's Association of Serbia were signed by appropriate parties from receiving GOS offices and Embassy/OPDAT. ¶C. Location: DOJ/ICITAP The motorcycles were handed over to the Surveillance Unit in Bulevar Avnoja St. 104, Belgrade. The transporter van was donated to the Forensic Unit in Belgrade, Kneza Milosa St. 101. The Command Vehicle and the boat were donated to the Special Anti-terrorist Unit in Batajnica, a police base near Belgrade. Miscellaneous above-mentioned surveillance, forensic, computer and communication equipment was donated in Bulevar Avnoja St. 104 and Kneza Milosa St. 101 in Belgrade. Use: DOJ/ICITAP From CY2005-2008 the motorcycles were used on numerous occasions in intercepting organized crime activities. From CY2006-2008 the forensic transporter van was used on numerous occasions for collecting and preserving evidence from crime scenes. The command vehicle was used on several occasions for intercepting high-profile organized crime activities. The boat was used on several occasions to intercept organized crime channels and in rescue/recovery missions. All miscellaneous equipment has been in constant use since its donation. DOJ/OPDAT Cameras, voice recorders, notebook computers, portable printers, scanners and shredder are used by the War Crimes Department of the Belgrade District Court, especially during court investigation stages of the criminal procedure; Shredders and cameras are used by the Organized Crime Prosecutor's Office; Cameras and computer equipment are used by the War Crimes Prosecutor's Office for investigation of cases and preparation for trials; Sound and audio equipment is used for trials and trial recording at the Belgrade District Court-Organized Crime Department; Lap tops, camera, and photo-copier are used by the Prosecutors' Association; i2 analytical software, desktop computers with monitors, notebook computers, additional server with software, switch and UPS, SQL software, OCR software, and projector with projection screen are used Organized Crime Prosecutor's Office for analyses of collected evidence, preparation of cases for trial and presentation of cases during the trial; APS2 x-ray machine is used by the Belgrade District Court-Palace of Justice to screen people coming inside the courthouse; Personal computers, printers, scanner, licenses for Adobe Acrobat Professional, notebooks computers, portable PCs, GPS devices are used by the Belgrade District Court-Organized Crime and War Crimes Departments in both the court investigation stage of the criminal procedure and during trials. ¶D. Communications equipment: DOJ/ICITAP Donated equipment increased the capacities of the Service for Investigating War Crimes and Service for Combating Organized Crime resulting in apprehensions of suspects for war crimes and organized crime. ¶B. Surveillance Equipment: DOJ/OPDAT: N/A DOJ/ICITAP Donated equipment expanded capacities of the Service for Combating Organized Crime resulting in interception, apprehension and prosecution of organized crime suspects. ¶E. Vessels: DOJ/OPDAT: N/A DOJ/ICITAP The donated Zodiac speed boat was used in anti-organized crime actions resulting in apprehensions of criminals; the boat was also used in underwater body recovery. ¶F. Laboratory Equipment: DOJ/OPDAT: N/A DOJ/ICITAP The donated computer forensic equipment increased capacities in combating cybercrimes. ¶G. Aircraft: N/A ¶H. Vehicles: DOJ/OPDAT: N/A DOJ/ICITAP The donated vehicles increased capacities of the Service for Investigating War Crimes, Forensic Unit and Anti-terrorist Unit, resulting in apprehensions and prosecutions of criminals. ¶I. Other: DOJ/OPDAT: Computer equipment donated to the Belgrade Palace of Justice-Organized Crime and War Crimes Departments enables better preparation of cases and improved presentation of cases at trials. Computers, voice recorders and cameras also facilitated field investigations and regional evidence gathering by the investigative judges and the prosecutors. The i2 analytical software donated to the Organized Crime Prosecutor's Office enables improved analysis, organization and presentation of evidence, especially in financial crime cases. The x-ray machine donated to the Belgrade District Court enhanced the security of the Palace of Justice, which had been subjected to over 60 bomb threats in 2008. DOJ/ICITAP The computer equipment increased the capacities of Service for Investigating War Crimes regarding data storage/management, resulting in better document support of cases. ¶7. PROBLEMS & CORRECTIVE ACTION PLAN (CAP) There were no problems encountered in the course of the 2008 End Use Monitoring process; therefore, no CAP was implemented. ¶A. Unmonitored resources: N/A ¶B.
