(S) PolOff delivered reftel demarche notifying China of the April 7 designation under E.O. 13382 of six entities associated with the Chinese LIMMT Economic and Trade Company and LIMMT's manager Karl Lee by the Treasury Department's Office of Foreign Assets Control (OFAC) to MFA Arms Control and Disarmament Department Missile Division Deputy Director Sun Lei on April 14. PolOff urged China to take necessary steps to prevent Karl Lee and LIMMT from continuing with proliferation-related activities. ¶2. (S) Asserting that "China's business is its own business" and would be handled in accordance with its "very strict export control laws," Sun said China was "always opposed to using U.S. domestic law against Chinese firms."
