1. (C) China "has the same position" as the United States on
the March 2 conference in Sharm al-Sheikh, MFA West Asian and
North African Affairs Department Palestinian Authority (PA)
and Israel Division Deputy Director Xu Chen told POLOFF
February 19 in response to reftel points on the U.S. position
on the conference. Despite limitations in channels of
assistance to Gaza, China supports efforts to empower the PA,
Deputy Director Xu said.
2. (C) China would attend the conference and planned to make
a pledge of assistance "within China's capacity," Deputy
Director Xu said, noting that China had regularly provided
support to the United Nations Relief and Works Agency for
Palestinian Refugees in the Near East. Deputy Director Xu
said scheduling conflicts would prevent both Foreign Minister
Yang Jiechi and Assistant Foreign Minister Zhai Jun from
attending the Sharm al-Sheikh conference. Xu suggested Vice
Foreign Minister Wu Dawei might lead the Chinese delegation,
but this had yet to be confirmed.
