amended text and talking points seeking PRC support in
ongoing UNSC Resolution 1540 Committee Program of Work (POW)
negotiations to MFA Arms Control and Disarmament Department
Missile Division Second Secretary Zhang Ze on February 13.
PolOff also gave Zhang background materials on the EXBS
program (ref B). Zhang accepted the material and promised to
share it with the appropriate officials. He noted that the
relevant PRC subject matter experts were in New York and
promised to ensure that they had the information
