1. (C) Zeng Jinyan, rights activist and wife of jailed
dissident and Sakharov Prize winner Hu Jia, made brief
contact with PolOff February 8 using Internet-based
communication software. Zeng reported that she had
been allowed to leave her home to visit her family
over the Spring Festival, which she said she found
helpful during "this difficult time." Zeng said she
recently had asked for permission to visit her husband
in prison, but had yet to receive a response from
authorities.
Embassy Raises U.S. Concern re Zeng and Hu Cases

2. (C) PolOff raised USG concerns about Zeng Jinyan
and Hu Jia February 11 with MFA Human Rights Division
official Yao Shaojun. PolOff urged Chinese
authorities to release Hu Jia and to end Zeng's house
arrest.
Authorities Monitoring Internet Communications?

3. (C) Note: Zeng's brief conversation with PolOff
(which Zeng initiated) was interrupted after about one
minute when PolOff's home Internet connection suddenly
became inoperable. PolOff was able to resume the
conversation only after opening a Virtual Private
Network (a common way to avoid censorship and
monitoring behind the PRC's "Great Firewall").
PolOff's Internet service did not return to normal
until the following day. The blocking of home
Internet service, which rendered all web addresses
inaccessible without use of a VPN, lasted
approximately 12 hours.
