1. (C) PolOff delivered reftel demarche and nonpaper
requesting active Chinese support in pressing Syria to change
its confrontational course and fully cooperate with the
ongoing IAEA investigation of its nuclear program to MFA Arms
Control and Disarmament Department Nuclear Division Director
Zhang Shen on November 19. Zhang said "China's basic
position" was that Syria "should cooperate with the IAEA
investigation." However, he added that "China had not
decided if it would make a statement" on this issue at the
November 26-27 IAEA Board of Governors meeting.
