(S) On February 5, MFA International Organizations and Conferences Department UN Division Deputy Director Shen Yin Yin told POLOFF "upon instruction" that China "attached great importance" to the U.S. UNSCR 1267 listing request (Ref A), based on China's support of anti-terrorism efforts and U.S.-China cooperation on terrorism issues. Shen stated that China continues to study and give serious consideration to these cases. ¶2. (S) However, "Pakistan has a different view" about these cases, Deputy Director Shen said. Noting that current India-Pakistan relations remain sensitive and that the investigation into the Mumbai terror attacks is on-going, Shen said China hoped that the United States and Pakistan would "seek an appropriate solution through consultation" in order to avoid any "new complications in South Asia" or negative impact on the Mumbai investigations. Asked whether Pakistan had asked China to place a hold on these cases, Shen said she could not confirm Pakistan had requested a hold, but noted that China is "consulting" with Pakistan on these cases.
