SUBJECT: PROPOSED DATES FOR U.S.-CHINA NONPROLIFERATION AND
SECURITY DIALOGUES.

1. On July 15, POLOFF delivered reftel proposal, suggesting
a late August date for the bilateral Nonproliferation
Dialogue and a mid-October date for the Security Dialogue to
Wang Lei of the MFA's Arms Control Department, General Policy
Division. POLOFF advised Wang that Washington envisioned
both Dialogues would be held in Washington with the
Nonproliferation Dialogue led on the U.S. side by the
Assistant Secretary for International Security and
Nonproliferation and the Security Dialogue led by the Under
Secretary for Arms Control and International Security.
2. Wang promised to share the proposal with his superiors.
He noted that VFM He Yafei would be leaving Beijing later on
July 15 on business and suggested he might not have an
official response to the U.S. proposal until Monday, July 20.
Post will remain in regular contact with Wang and advise the
EAP and ISN action officers of developments.
