(C) PolOff on January 19 informed MFA Arms Control and Disarmament Department officer Sun Lei that the United States will levy sanctions against Dalian Sunny Industries/LIMMT and Bellamax for the transfer of controlled missile technology to Iran. PolOff briefly described the sanctions as outlined in reftel. ¶2. (C) Sun characterized the sanctions as "unilateral" and said that the move went against nonproliferation norms. Sun asked that the United States reconsider its decision. He refused to meet face-to-face with PolOff but did agree to receive the non-paper supplied in reftel. ( Note: Continued MFA Arms Control and Disarmament Department "unavailability" to meet with PolOffs since the October 3 announcement of U.S. arms sales to Taiwan continues to require us to use less than ideal methods to deliver our demarches.)
