1. (C) POLOFF conveyed diplomatic note and human rights
pledge (ref A) on the U.S. candidacy for the UN Human Rights
Council (HRC) to MFA International Organizations and
Conferences Department Human Rights Division Deputy Director
Xu Jing on April 20. Xu referenced her MFA colleague's April
8 response to the U.S. announcement (ref B) and reiterated
the proposal that China and the United States "mutually
support" one another in accordance with the P5 "gentlemen's
agreement" since both countries were vying for respective
seats on the HRC. Xu continued that China looked forward to
further cooperation with the United States on human rights
issues.
