1. (S) MFA International Organizations and Conferences UN
Affairs official Yang Zhiyu told PolOff on April 17 that
China was "still studying" the U.S.-proposed designations of
goods and entities under UNSCR 1718 conveyed to the MFA on
April 15 (ref A). A response, if any, to the U.S. proposal
would be conveyed to the United States at the United Nations
Security Council, said Yang. He urged China and the United
States to stay in touch in New York.


2. (S) Separately, MFA Vice Foreign Minister He Yafei told
Senior East Asia Advisor for the Democratic staff of the
Senate Foreign Relations Committee Frank Jannuzi on April 16
that
Japan's push for the DPRK Sanctions Committee to designate
three additional entities was "not helpful" and largely "for
domestic consumption." Calling the next steps in the UNSC
"critical," VFM He said the DPRK Sanctions Committee should
approve designations "without creating the impression that we
are adding new sanctions."
