1. (C) DCM delivered ref. A talking points to Bank of Thailand (BOT)
Governor Tarisa Watanagase on April 16. Tarisa acts as the Thai
Government's representative on the Board of Governors of the IMF.
Tarisa stated she could not confirm when or if Thailand would vote on
Kosovo's bid for IMF and World Bank membership, but that she would
consider the USG position on this matter carefully.
2. (C) Thai government offices are closed from April 13 through 17
due to a national holiday and to anti-government protests in Bangkok
(ref. B). Post will deliver talking points to the Thai Ministry of
Finance (MOF) and report results in septel (NOTE: the Minister of
Finance is Thailand's representative to the World Bank Board of
