(SBU) We engaged Ministry of Foreign Affairs (MFA) Dept of International Organizations official Nammon Yuthavong on April 2 and conveyed reftel's points seeking support for the U.S. candidacy for the U.N. Human Rights Council (HRC) in May. Nammon replied that Thailand was willing to cooperate with the U.S., but she stopped short of saying explicitly that Thailand would vote for the U.S. candidate. She explained that Thailand is also seeking election for a Thai candidate for the 2010 HRC election. She proposed that the U.S. and Thailand exchange votes for each other's candidates. Poloff took note of the request and said that her proposal would be conveyed to Washington. JOHN
