WHITE PAPER

1. (SBU) We shared the text of the White Paper on U.S. Policy
towards Afganistan and Pakistan and discussed U.S. policy
objectives with MFA North AMERICA Director Kanachana
Patarachoke March 30 (reftel). Kanchana noted the positive
initial reaction to the White Paper release, particularly the
strategy's regional, comprehensive focus and emphasis on
civilian-led efforts. Kanchana added that the Thai Doi Tung
Foundation, which specializes in alternative development in
traditional opium-growing areas, had worked on a project in
Afghanistan and was ready to share experiences/collaborate on
additional such projects with interested countries/parties.
(Note: Ambassador will engage FM Kasit April 6 and will raise
our Afghanistan-Pakistan strategy, among other issues.)
