APPEALS TRIBUNAL

1. (SBU) We engaged Ministry of Foreign Affairs'
Department for Treaties and Legal Affairs First Secretary
Pakvipa Arvipanh February 24 urging Thailand to support the
candidacy of Judge Mark P. Painter for the UN Appeals
Tribunal (reftel). Pakvipa stated that the RTG had drawn up
a short list of candidates to support for the upcoming U.N.
General Assembly judicial elections and that both Judge Mark
P. Painter and Judge Marilyn Kaman were on their list. We
informed Pakvipa that Judge Kaman had withdrawn her candidacy
and requested the RTG to support Judge Painter as the U.S.,s
endorsed candidate. Pakvipa explained that the RTG would
take this new information into consideration when deciding
whom to support from their short list.
