1. (C) PolCouns October 28 conveyed reftel points to Ministry
of Foreign Affairs Department of International Organizations
Deputy Director-General Medha Promthep and pressed for RTG
support for upcoming U.N. Third Committee resolutions on
human rights in Iran, Burma, and DPRK, as well as thematic
human rights issues. PolCouns stressed U.S. opposition to
"no-action motions" and U.S. concerns regarding the concept
of defamation of religions. PolCouns highlighted Foreign
Minister Kasit Piromya's comment to Secretary Clinton in
April that it was important for Thailand to regain a voice on
international affairs issues. This could begin by Thailand
voting for resolutions in the Third Committee instead of
abstaining. Medha responded that the MFA would take the U.S.
position under consideration and would consult further within
the Ministry to determine the Thai position. Medha said that
he agreed in principle that it was time for Thailand to
regain a voice on these human rights issues and said that the
MFA would need to look closely at the language of the draft
resolutions.
