(C) We engaged Ranoppun Kapittai of the MFA's Department of
International Organizations on August 11 and conveyed reftel
points regarding the USG position on the UNESCO
Director-General election. We stressed to Ranoppun that the
U.S. believes strong managerial and consensus-building skills
were important considerations for the upcoming election and
that the USG believed that the candidates from Austria,
Bulgaria, Ecuador, Lithuania, and Tanzania were those who
most clearly possess those qualities. Ranoppun commented
that the RTG shared a similar view as the U.S. She explained
that the Ministry of Education (MOE) had primary lead on
UNESCO issues, but that the MOE and the MFA would work
together to determine which candidates the RTG would support.
Ranoppun relayed that MFA favored the candidates from
Austria, Bulgaria, and Russia.
