1. (C) We raised June 29 reftel points on UNSCR 1874 with
Pattarat Hongtong, Deputy Director of the MFA's Peace,
Security and Disarmament Division. Pattarat said she would
share the U.S. position with other agencies involved in
enforcing the resolution and would work with the MFA's ASEAN
and East Asian Departments to coordinate an approach to the
Burmese in support of third party inspection of the Kang Nam
1.
2. (C) Pattarat reaffirmed that the MFA is working with other
Thai agencies to ensure full enforcement of UNSCR 1874,
particularly in regard to the Kang Nam 1. A complicating
factor in the MFA's efforts, however, was that the RTG had
little information on the location of the Kang Nam 1, the
vessel's heading, and possible cargo. As such, Pattarat said
that it was difficult to plan possible RTG action in regard
to the Kang Nam 1. Pattarat asked if the U.S. could share
more information to help address these issues.
