1. (U) POL FSN May 21 visited the Royal Thai Police Academy
in Nakhon Pathom province to check whether police cadets had
received reftel pistols. Of the thirty-three police cadets
who had been scheduled for receipt of the pistols, thirty
were present. One cadet was absent due to sickness while two
were no longer at the Academy as they had already been
commissioned and had departed for stations in other parts of
the country. The cadets in attendance presented proof of
permission from the local district office for purchase of
firearms. Twenty-five police cadets presented pistols that
matched reftel with the possession permits. Five cadets had
forgotten to bring their pistols but presented proper permits
from the Thai government. Police Lieutenant Pinit
Umbangtalad of the Police Cadet Division, the coordinating
officer for the check, confirmed to us that all thirty-three
pistols had been delivered to the cadets and had been
properly registered with the authorities. A list of the
owners of the reftel pistols could be provide by Post via fax
if DTCC so desires.
2. (U) Based on documents submitted during the inspection, it
is our assessment that all reftel pistols were properly
registered for police cadets and, based on the registration
documents and confirmation by Pol. Lt. Pinit, that all reftel
pistols were delivered to police cadets.
