1. (SBU) On May 22, Econoff joined Katsuya Ikkatai, Economic
Counselor at the Japanese Embassy, and Berton Chiu, Director
of the Economic Division of the Taipei Economic and Cultural
Office in Thailand, to deliver reftel demarche points on the
joint U.S.-Japan-Korea-Chinese Taipei proposal at the
upcoming Non-Agricultural Market Access (NAMA) meetings on
non-tariff barriers (NTB). As directed in reftel, Katsuya
Ikkatai of the Japanese Embassy presented reftel points to
Thananchon Rojkittikhun, Trade Officer in the Bureau of Goods
Negotiations at the Ministry of Commerce, and sought
Thailand's support on the joint proposal for increased
transparency in export licensing. Mr. Ikkatai emphasized
that the proposal only dealt with procedural obligations
rather than substantive aspects of export licensing.


2. (SBU) Thananchon noted that the Ministry of Commerce would
carefully review and consider the proposal prior to the NAMA
NTB meetings on May 27-28. Thananchon stated he and his
colleagues at the Ministry of Commerce will coordinate any
decision with Thailand's mission in Geneva. He added that if
the proposal moved forward, Thailand should be able to
implement the procedural changes without difficulty.
Thananchon promised to contact us prior to the NAMA NTB
meetings with an official position on the proposal. We will
forward any substantive response to USTR and EEB/TPP/MTAA.
