1. (SBU) Econoff delivered ref. A talking points April 29 to the
office of Tarisa Watanagase, Governor of the Bank of Thailand (BOT),
as well as to Sukuman Ladpli, Director for Financing for Development
in the Ministry of Finance's (MOF) Fiscal Policy Office. In a
follow-on conversation May 4, an official in the BOT's Department of
International Economics (the BOT office responsible for the issue)
stated Governor Tarisa will receive a memo the evening of May 4
(local time) recommending she submit a written response, by the May
5 deadline, voting to abstain on Kosovo's application to the
International Monetary Fund (IMF). (NOTE: the official with whom we
spoke explained that the written ballot allows for IMF Board of
Governors representatives to vote "yes," "no," or "abstain." End
Note). It is unclear whether Tarisa will act as recommended.
